Draft Te Marautanga o Aotearoa released for consultation
28 January 2026
E tipu e rea mō ngā rā o tōu ao.
Ko tō ringa ki ngā rākau a te Pākehā hei ara mō tō tinana.
Ko tō ngākau ki ngā taonga a ō tīpuna Māori hei tikitiki mō tō māhuna.
Ko tō wairua ki tō Atua, nāna nei ngā mea katoa.
Grow up and thrive for the days destined to you.
Let your hands be on the tools of the Pākehā to provide for your body.
Let your heart be on the treasures of your Māori ancestors as a crown for your brow.
Let your soul be with your Atua, to whom all things belong.
(Tā Apirana Ngata)
UPDATE: This consultation has now closed (updated 5 June 2026).
In October 2025, we released the updated Years 0-10 Te Reo Rangatira and Pāngarau wāhanga ako for schools and kura to start using in Term 1, 2026.
We have now released the draft Te Marautanga o Aotearoa framework and Year 0-10 wāhanga ako (Pūtaiao, Waiora, Toi Ihiihi, Hangarau, Ngā Reo, and Te Reo Pākeha) for consultation. Te Ao Māori will be available soon.

Consultation on Te Marautanga o Aotearoa
We are actively seeking feedback from kaiako and tumuaki on the draft framework and Years 0-10 wāhanga ako between now and Friday, 24 April 2026. The consultation is also open to the wider sector, whānau and any New Zealanders who would like to participate: Take part in our consultation here.
Kaupapa Māori
The updated Years 0-10 Te Reo Rangatira and Pāngarau are required to be implemented from the start of 2026 in kura, except for those run by a specified kura board.
Schools run by a specified kura board have until the start of 2027. A specified kura board means the board of any of the following:
- a kura kaupapa Māori
- a designated character school with a character that is hapū- or iwi-based or that affiliates with Ngā Kura ā-Iwi o Aotearoa
- a state integrated school with a special character that is hapū- or iwi-based.
The transition time for specified kura boards is to allow time for the Crown to engage with Kaupapa Māori education providers through their representative bodies in advance of these decisions affecting their kura.
This means that kura run by a specified kura board can continue to use the existing content, but are encouraged to begin using the updated curriculum in 2026.
Years 11-13
The newly developed draft Years 11-13 subjects will also be made available in Term 1, 2026, and we will invite feedback on these as well. These do not need to be taught until 2028 (for Year 11 content), 2029 (for Year 12 content), and 2030 (for Year 13 content).
We are encouraging kura and schools to start using the full Year 9 curriculum in 2026 as this cohort will be the first to take the new Year 11-13 subjects from 2028. We are prioritising the release of supporting resources for the Year 9 content for wāhanga ako, and these will be available soon.
Resources and support
We are developing a range of tools and resources to support you, including quick guides and teacher support materials. Professional learning and development (PLD) opportunities including subject-specific PLD and change leadership PLD will also be made available along with additional resources for kaiako of mokopuna in Year 9. These resources will include annual plans and learning kits (made up of units plans and associated lesson plans).
