Phonics Checks and Hihira Weteoro online tools and guidance

Two new online tools are now available to support teaching and learning by streamlining the process for completing Phonics Checks and Hihira Weteoro.

Schools and kura are required to carry out Ministry of Education Phonics Checks and/or Hihira Weteoro with students and mokopuna in their first years of learning. Specified kura boards have until 2027 until they are required to implement the checks, but all kura are encouraged to use Hihira Weteoro to support teaching and learning in 2026 if they wish.

These intuitive new tools will make it easier for you to run the checks and manage assessment and aromatawai information – from tracking progress and achievement, to reporting to boards, parents and whānau. 

You have the option of completing Phonics Checks and Hihira Weteoro using the online tools, on paper, or a combination of both.

In February, we’re hosting a series of webinars to walk you through everything you need to know about completing the Phonics Checks in 2026. Each session will include live Q&A.

Additional Hihira Weteoro support 

A range of support is available including online learning modules and PLD for implementing Hihira Weteoro in your kura or school. This is available via the Hihira Weteoro page linked above, and more resources will be added over time. 

Information about data collection 

Data that is entered into the online tools will be aggregated and will help the Ministry build a more detailed, up-to-date picture of student and mokopuna learning.  

These insights will help us better understand progress and achievement and allocate support and resources for students and mokopuna who need it most. 

A full data and privacy statement – explaining what data is collected, how it is used, and how it is protected – is available within the online tools. 

Feedback 

Throughout 2025, we worked directly with teachers and kaiako to develop the online tools, incorporating user testing information and sector feedback.
